Scholarships are available based on the human resources needs of the country and are categorized according to the following:
- Undergraduate
- Technical/ Vocational Education
- Postgraduate

The Scholarships Department is located at the Ministry of Public Service, Government Efficiency and Implementation’s Office, 164 Waterloo Street North Cummingsburg, Georgetown, or may be contacted via telephone at (592) 226-8732 or (592) 225-8430, or by email at scholarships@mps.gov.gy.

The contractual obligation stamp indicates that the bearer of the passport is contractually obligated to the Government of Guyana and will be required to have prior approval from the Ministry of Public Service to leave the country.

The contractual process entails:
- Sign a contract with a guarantor
- Endorse a passport

The bonding period is as follows:
- 3 to 6 Months = 1 Year
- Over 6 Months to 18 Months = 3 Years
- Over 18 months = 5 Years

The contractual obligation commences on the date of assumption or resumption of duty, upon the completion of studies.

- Local Students: The first month of every quarter of every academic year.
- Overseas based students: Every 6 months or annually.
Students will be notified via email when allowances are ready.

A written request should be submitted to the Permanent Secretary of the Ministry of Public Service, Government Efficiency and Implmentation’s Office at 164 Waterloo Street, North Cummingsburg, Georgetown.

Students are required to submit their Academic reports at the end of each academic year. The academic report form can be accessed here.

Students/Trainees are required to do the following prior to departing Guyana for vacation overseas:
- Travel Itinerary/Ticket
- Valid Passport
- Annual Vacation Leave
- Approval (if employed)
- Letter from your University (Students) (if travel is required during ongoing classes)
- Surety

All students returning to Guyana for vacation must report to the Ministry of Public Service, Government Efficiency and Implementation within the first week of arrival.

The Ministry of the Public Service only accepts the following four forms of surety:
- Land Transport
- Certificate of Lease
- Certificate of Title
- Manager’s Cheque (Addressed to the Accountant General)
Please note a motor vehicle is not an accepted form of surety. For additional information, kindly contact the Scholarship Department.

Before leaving your country of study, students are required to submit a request to the Permanent Secretary, Ministry of Public Service, Government Efficiency and Implementation and attach a travel Itinerary.

The trainees are required to:
- Submit a letter from his/her employer confirming continuous service to the Permanent Secretary, Ministry of Public Service, Government Efficiency and Implementation.
- A letter of release will be prepared for the Deputy Chief Immigration Officer instructing the cancellation of obligation stamp in the passport.

Advertisements are sent to the relevant Ministries/Agencies by the Ministry of Public Service, Government Efficiency and Implementation for suitable nominations.
